The best lab-tested pre-rolls in California (2026)

The short answer

Heavy Hitters ranks first among pre-roll brands in California in this index, scoring 83.7 out of 100 across 229 lab-tested batches with no failed batches. Next come Almora Farm (76.5) and Glass House Farms (69.8). 3 of the 5 pre-roll brands indexed in California have the 10 or more certificates a ranking needs, and every one is scored by the same published consistency formula: testing depth, record length, pass rate, batch-to-batch THC variation, panel breadth and recall history.

The ranking

Pre-rolls are where batch consistency is hardest, because ground flower and infused concentrate vary more than a filled cartridge does. The score below rewards brands whose pre-rolls test the same from one batch to the next, not just the ones that test strongest.

  1. 1. Heavy Hitters 83.7
Why it ranks here: 229 batches over 6 months, no failed batches, THC moves about 3.77% (relative) between batches of the same product, median 42.8% THC.
  2. 2. Almora Farm 76.5
Why it ranks here: 87 batches over 6 months, no failed batches, THC moves about 7.77% (relative) between batches of the same product, median 24.8% THC.
  3. 3. Glass House Farms 69.8
Why it ranks here: 58 batches over 7 months, no failed batches, THC moves about 12.03% (relative) between batches of the same product, median 27.5% THC.

Also tested in this market, but under the 10-product floor needed for a ranking: Lift Tickets (5), Maven (1).

Disclosure: Heavy Hitters is a supporter of this index (details). Supporters get no say in rankings: every brand on this page is scored by the same published formula, and nothing here is placed by hand.

The strongest products, by measured THC

28 pre-roll products from 3 brands qualify for this list in California.

A product counts here when it has at least 3 finished batches with a printed THC percentage and has never failed a test. Mean THC is the average across those batches; the range shows the lowest and highest batch, so a product that swings is visible. Strength is not quality: a stronger pre-roll is not a better one for every person, and this page is not dosing guidance.

How we ranked

Each brand's score is the index's published consistency score (methodology), run over only that brand's finished pre-rolls in this market: testing depth, how long the record runs, pass rate, batch-to-batch THC variation within each product line, pesticide panel breadth, public certificate links, and recall history. Because it uses one category, the number can differ from the overall score on a brand page. Population: 380 finished pre-rolls with laboratory certificates in this index. A brand needs 10 to be ranked. Limits: this ranks what the index holds, not every brand on shelves; a brand that is not indexed is not ranked, which says nothing about its quality.
